Response and Resilience
Providing the national resilience capability against the largest risks such as terrorist attacks, chemical, biological, radiological or nuclear (CBRN) incidents or major disasters including flooding.
Much of the resilience agenda is driven by the need to provide national resilience and mutual support in the event of a major incident. To support this agenda, however, there is a need for the Board to look at resilience from a regional perspective, to ensure that key skills are available across the region when they are needed. Developing a vision for resilience which complements individual Integrated Risk Management Plans (IRMPs) of constituent FRAs, and looks to the national level is a key part of our plans for the future. Engagement with regional resilience fora will be important for the Board, as a key mechanism to influence and raise the profile of the resilience agenda.
Our key projects for 2008/11 are:
- Development of a long-term vision for regional resilience: This project will develop a long-term vision for resilience across the region, allowing FRAs to meet local risk through their own IRMPs.
- Development of regional templates to enable common approaches to mission critical services: This project will develop common templates for planning for the loss of agreed mission critical services over the life of the business plan.
- Development of common Standard Operating Procedures between FRAs: This project will consider and develop common standard operating procedures which each FRA can use to assist interoperability and improve firefighter safety for large scale incidents. It will be delivered through collaborations based on strategic or geographical clusters of FRAs.
- Review of the effectiveness of "cross-border" integration arrangements with neighbouring authorities: This project will review current cross-border operational scenarios and actual events to ensure that operational response and use of resources is optimised.
- Support the implementation of the electronic incident Recording System: This project will assist FRAs to implement the electronic incident data recording system across the region through sharing good practice and offering support to FRAs that need it on a peer review basis.
- Develop the capacity to deliver peer reviews of Business Continuity processes: This project will develop a peer review capability within the region in relation to Business Continuity.
- Premises Risk Information: This project will produce a framework for the adoption of a common approach to risk management process in relation to site specific information ensuring that it meets the legislative requirements of the F&RS Act 2004, the Management of H&SAW Regulations 1999 and the CCAct 2004. It will also ensure alignment with the convergence outcomes for cut over to the Regional Control Centre.
