Understanding Coalition Government

Chaired by highly experienced parliamentary training consultant, Tim Williams, this unique course will begin with a look at how parliamentary procedure is changing as a result of the new Coalition Government (Professor Robert Hazell, Director, Constitution Unit, University College London). Other sessions will include : the legislative process - how legislation will work under the coalition, the importance of party whips, gaining consensus in a coalition (Lord Norton of Louth); the new committee system - changes to the committee system under the new government, the role of the committee system in scrutinizing legislation (Eleanor Goodison, training consultant); understanding the role of the Opposition in the new parliament - how its role has changed, the importance of the Opposition under coalition, its ability to influence policy making.

Chaired by Carl Emmerson (Deputy Director of the Institute for Fiscal Studies), this highly topical course will enable delegates to gain a comprehensive overview of the processes used by central government to set budgets and the mechanisms through which public money is spent. Delegates will also examine how funding is allocated and spent at the local level and how this may change.
